The Ocala Vanguard High standout had been committed to Florida State since June 2016. Texas is recruiting him to play the H-back position and contribute as a slot receiver, running back and returner.
"I just feel like this is the best fit for me and this is the right place," Watkins said. "I'll stand out here. I'm from Florida. I want to stand out. This is the place I'll stand out. I want to be that different player on their offense."
Watkins was one of more than 50 recruits who visited Texas' campus on Saturday during Herman's first junior day as head coach.
Texas will host another junior day on Sunday.
