#1 - Be aggressive in signing defensive free agents. Without a first-round pick, it is doubtful that the Bills will find an immediate impact player in the draft. They have a great need at improving the defense as they ranked in the bottom 10 in run defense, points allowed, and finished absolute last in takeaways. Starting outside linebacker Keith Newman is a free agent, but the team would like someone with more speed as it frequently took him off the field on passing downs. They could also use a big defensive tackle, an edge pass rusher (either a defensive end or another outside linebacker) and a nickel cornerback. That's a lot on the shopping list for any one team.
