Scott Kazmir is a big name and is still just 25, but he stopped developing two or three years ago. He has settled in as an inefficient starter who can miss some bats with his fastball and slider, neither of which has been as good this year as in the past, although he's more willing to use his slider after working much of 2008 as a fastball/changeup guy.
