Who deserves an All-Star spot?

Tuesday was a big day for NBA coaches, one they've traditionally spent pretending the All-Star Game is for them instead of the fans.

OK, perhaps that's a bit harsh. But give me a better reason why good players from losing teams have such an awful track record in the selection of reserves for the event or why marginal players from winning teams so often fill out the roster. The coaches who fill out the ballots (which were due Tuesday) for All-Star Game reserves have shown an unerring capacity to favor players in good situations over those who are actually good.
