The 18-year-old, who can play as a full-back or on the wing, had held talks over a move to Stamford Bridge in February.
The player's agent was quoted by the Daily Mail at the time as saying that the Blues had been tracking the versatile left-sider "for a couple of years".
Cuevas featured in four of Chile's five matches at the recent Under-20 World Cup in Turkey, where La Roja reached the quarter-finals.
He joins Germany international forward Andre Schurrle and goalkeeper Mark Schwarzer as a new arrival at the West London club as manager Jose Mourinho prepares to begin his second spell in charge in earnest.
