Will Grigg's 26th goal of the season sealed the League One title for Wigan as they beat Doncaster 1-0 at the Keepmoat.
Already-promoted Latics only needed a point to confirm they were going up to the second tier as champions and Grigg slotted home 15 minutes from time.
Rovers boss Darren Ferguson was absent for his side's final home game of the season due to "family reasons".
Second-placed Blackburn started the day two points behind Wigan but an early goal for the hosts at Ewood Park might have made the large travelling contingent in Yorkshire a little nervous.
Their side, who missed the chance to wrap up the title last week, barely threatened in the first half, with Michael Jacobs' near-post effort saved and goalkeeper Marko Marosi also denying Gavin Massey, Sam Morsy and Grigg.
Wigan fans were singing about being champions when news of Oxford's 66th-minute equaliser reached them and nine minutes later it was confirmed when Grigg put them ahead.
The excellent Nick Powell released him behind the defence and Grigg never looked like missing the one-on-one chance as he kept his cool to slide his shot past Marosi.
That sparked wild scenes on the Wigan bench and on the stands, with a number of fans pouring onto the pitch, and their team held on to confirm their status as champions.
